"We WILLIAM II, by the grace of God, King of the Netherlands, Prince of Orange-Nassau, Grand Duke of Luxembourg, etc., etc., etc.

All, who will see this, or hear it being read aloud, Salute!
make known:
Whereas We have considered, that the Law of 7 September 1848, (Staatsblad No. 42) has stated that there is a necessity for change and addition of provisions in the First Chapter of the Constitution of the Kingdom of the Netherlands, and that in that Law the necessary changes and additions have also been clearly specified and expressed.
So is it that We, having heard the Council of State and in joint discussion with the States General, have agreed upon and understood, like We agree and understand the following:

Allen, die deze zullen zien, of hooren lezen, Salut!
doen te weten:
Alzoo Wij in overweging genomen hebben, dat de Wet van den 7 September 1848, (Staatsblad No. 42) heeft verklaard dat er noodzakelijkheid bestaat tot verandering en bijvoeging van bepalingen in het Eerste Hoofdstuk der Grondwet van het Koningrijk der Nederlanden, en dat in die Wet tevens de noodzakelijke veranderingen en bijvoegingen duidelijk zijn aangewezen en uitgedrukt.
Zo is het dat Wij, den Raad van State gehoord en met gemeen overleg der Staten Generaal, hebben goedgevonden en verstaan, gelijk Wij goedvinden en verstaan bij deze:
