English: Milton J. Evans, chief officer at Welfare Administration Branch, Welfare Division, Public Health and Welfare Section (PHW), GHQ/SCAP, and Jeannie Feurer (*1) from Tokyo-Kanagawa Military Government District, observing infants having survived Kotobuki San'in incident.
