rationale for History of Lviv[edit]

This image of a significant historic value illustrates the city's falling under the Soviet control, the historic event crucial for the city and for the whole Ukraine, for the first time in history unified as the Ukrainian SSR. No free image of this event was found through a good-faith effort while making a new image would require a time machine, currently an impossibility.

The image was made by the author during the professional assignment of TASS, a legal entity of now defunct Soviet Union and the issue of the copyright ownership is difficult to determine. The image is of sufficiently low resolution to be useless for copying. Thus, the usage of this image while significantly adding the context for the article's reader does not and cannot interfere with anyone's potential profits.

Therefore, it is asserted that the usage of the picture in the WP article for the informational purposes by the non-profit WMF falls under both the FU exemption of the US copyright law as well as the narrower FU policies of the English Wikipedia
