Caption is nonsense[edit]

Caption says that this is a ten year moving average of September readings....The graph does not look like a ten year moving average. The peaks and valleys are unlikely in a ten year moving average. It does not really matter if the data is only September, but the title may mean that it is a one year average centered on September. If it is a moving average where is it centered, the middle or the ends? We need a better translation from the original Japanese...
