Harvey Cost Estimates[edit]

I believe it may be better to drop specific estimates so far as Harvey is concerned, but i wont be the one to make the change.

Estimates are going to be on the rise from now until a year after they're done. What is reported today will surely be overtaken by estimates in a weeks time.
