Q: Why is the battle a 'Russian victory' even though Russia withdrew from the area?

A: This article talks specifically about the military engagement between Russian and Ukrainian forces between 18–27 March. On 26 March, Russia won the battle, so regardless of the withdrawal on 27 March, the direct battle was a Russian victory.
