Improve grammar.
Some of the content needs improvement of its grammar and syntax.
For example, the first paragraph of the History section -
"Peter the Great has established it by the decree, in 1719, was announced it establishing, following the example of foreign powers to control military and ground forces, from January 1, 1720, it began to operate."
Lede problem[edit]
The lead says nothing about the duties of this body, i.e., WTH was it. Staszek Lem (talk) 20:08, 11 October 2018 (UTC)
