A district in limbo[edit]

The status of the Southwest District is puzzlingly unclear. Six districts are named and have statistics but only five are (or were) functional. Is SW not yet split from another or dare municipal officers not go there to implement the reform or what? Wikipedia is not meant to leave apparent contradictions hanging.--SilasW 19:35, 29 September 2007 (UTC)[reply]
