Sorry, but no. The purpose of the "external links" section is to supply readers with links which are directly concerning the subject. They should better illustrate the theme or, perhaps, expand it or provide further information. Ivanovo IT Community website is none of these things. It is loosely related, but so would be a link to any forum where the residents of Ivanovo discuss their mutual interests. If you are willing to write an article on Information technology industry in Ivanovo (see Wikipedia:Article development for pointers on how to best do that), the link could probably go there.
