deletion of link

I am puzzled by the

Per the guidelines at WP:EL, "you should avoid linking to a site that you own, maintain, or represent—even if WP guidelines seem to imply that it may otherwise be linked."(WP:ADV), and, regarding your previous linking here and on other pages, "try to avoid separate links to multiple pages in the same website."(WP:ELPOINTS). If you would like to restore your links (one per article, please), at the Talk page for each article, propose them for inclusion in the article. If no one objects after a week or so, go ahead and re-add them. But don't be surprised if another editor comes along later and kicks them out anyway.--ShelfSkewed Talk 00:32, 4 March 2012 (UTC)

Thank you for your response. The link noted above is indeed page that I own and maintain. Nevertheless, it provides guidance that is based on 37 years of experience. It is guidance that, as far as I can tell, is impossible to find elsewhere. It is also directly relevant to the article on Memorandum. I would like to propose that the link be added to the article.

(If I use the wrong format, I apologize. I don't usually contribute to talk pages.) "Policy briefing" is a small subset of "memorandum," if it is one at all. Per the definition in the header, a briefing is not a memorandum. It's a brief description of a current policy, preparing interested parties for a discussion or negotiation. A memorandum is a summary of the agreements during a discussion or negotiation, written after the fact. "Policy briefing" doesn't belong on the "memorandum" page.
