From my understanding, the BBC are the publishers, because they 'publish' and host the content, BBC News or BBC Sport, are the 'work' -- their division worked on the articles. It's a de facto I think, and this isn't a big requirement in GA reviews, though it is something that may come up at WP:FAC or WP:PR should you want to take it there.
