EScholarship is an in-house feature of the University of California. Since the dissertation's title (New World Mennonite Low German: An Investigating of Changes in Progress) is ungrammatical, IMO it's a primary source. All the best, Miniapolis 23:05, 22 May 2022 (UTC)[reply]

That sounds a bit like Samlandic was also spoken in Narmeln (being an inclusive "between").

Es ist zugleich der östlichste Ort der Nehrungsmda.; Neutief gegenüber von Pillau gehört sprachlich zum Westsamländischen. Zwischen Neutief und Narmeln liegt wohl die stärkste und zugleich schärfste Mundartgrenze innerhalb des Niederpreußischen überhaupt."
p. 117f.: "Unter Nehrungsmda. sind im folgenden die Erscheinungen begriffen, die von Narmeln bis Krakau reichen, so daß Heubude-Danzig und vor allem Neutief außerhalb dieses Begriffes bleiben.

That is:

Dialect of the Frischen Nehrung is spoken in Narmeln; Westsamlandic is spoken in Neutief. Between Narmeln and Neutief there is a dialect border. Part of this information is now given at Low Prussian dialect#Dialects (change).
Source doesn't state anything about relation - but of course, all Low Prussian dialects are somewhat related. On the other hand, the border between (West-)Samlandic and Nehrungisch is stated to possibly be the strongest and sharpest.
