Awkward phrase in lede[edit]

The second sentence in the lede contains a rather odd phrase: "It is considered in diplomatic traffic as a gift of very high value." (odd phrase bolded) I think I understand what is intended: that within the diplomatic community, or perhaps in diplomatic circles, the award is highly regarded, or some such. "Diplomatic traffic" sounds to me like it would refer to communication between diplomats and their State Departments. Also a bit strange is the phrase "a gift of very high value" since membership in the Order isn't so much a "gift" as an award, and "high value" implies intrinsic value (e.g., the market value, if one were selling it).
