This article should not be speedily deleted for lack of asserted importance because...

- there's an article in Russian wiki about this person;
- the article contains links to other people/places which are not in the English wikipedia yet

Another thing, this person played a major role trying to reincarnate Zemsky Sobor, which made Pobedonostsev furious. This is a notable episode which helps to understand the general moods and thought during the reign of Alexander III, making the historical picture more accurate.
