This article states that the "monastery" was built in 1945. However, I have a photograph of the pagoda taken in 1940. In the foreground of the photo are my mother and myself. We resided in Tsingtao the summer of 1940 while my father was on board the U.S.S. Augusta, flagship of the U.S. Asiatic Fleet. I also have a photo of my mother and me with two other Americans and a Buddhist monk taken at the temple, though the background is not definitive.
