Republic of Korea Cyber Command(ROK Cyber Command) is a command subordinate to Republic of Korea Armed Forces. The command is located in Yongsan, Seoul, South Korea, and is responsible of defense of Republic of Korea military networks.

Background[edit]

Republic of Korea Cyber Command was created under Defense Intelligence Agency in 1 January 2010 as cyber defense has been more necessary, and motivated by United States Cyber Command, Military Reform Plan 2020 and 7.7 DDoS attack.[1] At first, Cyber Command had approximately 500 personnel, and the rank of Cyber Commander was brigadier general. Since September 2011, Cyber Command has been subordinate to Ministry of National Defense according to Military Reform Plan 307.

In 10 June 2012, Ministry of National Defense announced that they were considering to elevate the rank of Cyber Commander from brigadier general to major general and to doubling the military staff.[2] In 22 December 2014, they announced to increase the military strength of Cyber Command to 1,000 personnel in response to the creation of Democratic People's Republic of Korea Strategic Cyber Command.

Political meddling[edit]

On 19 December 2012, the 18th presidential election was held in Republic of Korea. In 14 October 2013, the annual inspection of Ministry of National Defense by the National Assembly was held. Congressman Kwang Jin Kim accused Cyber Command of illegal intervention in the 2012 election by posting articles on the internet. Kwan Jin Kim, the Minister of National Defense, said that is not true, but Cyber Command responds against North Korean propaganda to deny the government of South Korea.[3]

In 15 October, usernames considered to be used by a soldier and two civil employees of Cyber Command were disclosed on a newspaper.[4][5] Ministry of National Defense began investigation on this that morning, and announced that a non-commissioned officer and two civil employees of Cyber Command posted or retweeted political opinion.[6]

WhiteHat Contest[edit]

Since 2013, Cyber Command has run WhiteHat Contest hosted by Ministry of National Defense and National Intelligence Service each year. Capture the flag contest and exhibition on cyber policy and technology are held as part of the contest. Prize winners of this contest are given preferential treatment when they apply for software developer (enlistment) at Cyber Command.[7]
